I agree with your explanation as both of the proverbs mostly comes from people observing you. If they like you they’ll use the second one if you change your ways but they will scoff at your attempts to be good, if they hate to see you a better person.
But yes miki you are also true that some people just for the sake of showing do the good things.

I think they are not in controversy…
First one means
हज़ार पाप कर के भी ऐसे रहना जैसे कुछ गलत नहीं किया
या फिर
पाप करने के बाद उसे धो देना ।
And second one is
देर से ही सही पर अक्ल तो आई ।
I think they are different…
